Bill Summary:
AB48 will set clear, minimum statewide standards on law enforcement’s use of rubber bullets and tear gas for crowd control. When kinetic projectiles are fired at a close range, as seen in many of the recent protests, they can penetrate the skin, break bones, fracture the skull, and explode the eyeball, cause traumatic brain injuries, serious abdominal injury, internal bleeding and major blood vessel injuries. Medical professionals have called for an end to the use of rubber bullets and tear gas on peaceful protestors due to their potential to cause serious injury, disability, or death. Most police departments have their own policies, but there are not statewide standards for use of these “less lethal” weapons.
