Bill Summary:
AB990 would help support the mental health of people who are incarcerated by including the right to personal visits as a civil right for state prisoners via the Prisoners’ Bill of Rights. Visits Support Mental Health and Reduce Recidivism. This bill would: Prohibit denial of visits as discipline for conduct unrelated to visiting and prohibit denial of visits based on mistakes on a visitors’ application. AB 990 will support families with incarcerated persons, improve emotional connections during incarceration, and ultimately help incarcerated people thrive once they return to their communities.
